High Expectations of Quick Results along with

Long-term Development

Strategic and development-oriented cooperation requires a long-term approach. It is based on an analysis of the existing situation, previous cross-border cooperation and the potential for economic, social and cultural development of a European (i.e. cross-border) region, which will define models, objectives, priorities, key issues and fields of activities for cross-border cooperation. The objective of cross-border development concepts is to provide the information and analysis for an integrated and long-term (15-20 years) strategic approach, which defines specific priorities and objectives in which individual projects can be carried out. Short-term (3-5 years) Operational Programs will be distilled from this long-term strategy in a second step. To start with short term asks would be contra productive to a sustainable strategy for the next 15-20 years. Having this in mind sometimes politicians or “quick profit thinkers” may be disappointed with a certain slowness of some processes, but for the well being of some next generations it will be of crucial importance to build a strategic development approach on a healthy basis with a strong consensus between the actors across all sectors of society. To build that takes time, even more in underdeveloped border regions. But if we look at the examples of cross-border consensus development in Western Europe, it might go even faster here in the Central Balkans. The Euroregion between Bulgaria, Yugoslavia and Macedonia started in the right manner towards the right direction. It will now be up to the patience, commitment and understanding of all levels of society to use the opportunity on time and to actively take part in the creation of a better living surrounding for oneself and for the neighbors just a few kilometers across the border. The Euroregion is for sure the right vision in the right time.
